You get this quest by asking Tariq Bakir about what he plans to do now after your escape from the Alien ambush.
Tariq wants to go back to camp to regroup before going after the Pujan. You can answer in a helpful manner, or expect payment for joining Tariq. He will be impressed or he will call you a low life scum, but it won't make a real difference.

Walkthrough[]
Go to the marked location, Tariq Bakir will follow you. Once you get close enough, Nan Yang will spot you, and the quest is completed.
Ask Nan Yang if he can teach you anything that would help against the aliens, and he will give you the 
Artillery Cannon Script.
Ask Tariq Bakir if he has anything for you, and he gives you the 
Shockwave Gun Script
Ask Sara Peterson if she can give you anything to help with the rescue, and she gives you 5 units of 
Compressed Biscuit I, plus now you can ask her if she has anything else for you to do, and she gives you the side quest Mushroom Collection.
In order to continue the main story, you first have to ask Sara to tell you about the aliens, only then will you be able to start the quest Find the Alien Camp by talking to Tariq.
