Go to eastern Pujan Camp at [11999, 9050]. The quest completes automatically once you come near Lossja.
It is recommended you go there after you have the resources for Trading for Peace, and also having taken two other quests: Information Gathering and Cross Species Trade. Lossja will only have corresponding topics after you have delivered the resources.
