Go to Allen Carter. He will initiate a dialogue, and the quest will be concluded. Dr. Carter will then have several dialogue options that count as main story.
Aftermath[ | ]
After you have covered all topics, elected Michael Wiles as the new Earth Colony leader (you can say "yes" or "no" to that, your own choice won't matter), and started discussing your next steps, Nan Yang will report communications failure, and an attack on your colony will begin, along with the next quest. Dialogue option "Shouldn't we prepare for the aliens?" will trigger the sequence.
This assumes that another attack on the Martian Colony has begun at the time. Your Monorail track will appear non-functional, Martian Colony destroyed, and most of its residents dead.
